Webinar: CMS Update: Zero-Dollar Workers’ Compensation Medicare Set Aside Allocation Submissions

NAMSAP wanted to alert its membership and industry stakeholders to an important issue regarding zero-dollar workers’ compensation Medicare Set Aside allocation submissions. CMS recently indicated that it has altered its standards for review of zero-dollar WCMSA submissions.

This emergent and very important issue will be the topic of a special NAMSAP webinar being held on Wednesday, November 16th at 3:00 p.m. Eastern.

Michelle Allan and Martin Cassavoy will cover what occurred, the practical effects of these changes, and considerations going-forward. There will also be a chance for Q&A following the presentation.

Participants will earn one (1) credit hour of Certified Medicare Secondary Payer Professional (CMSP) credit or one (1) credit hour of Certified Workers' Compensation Professional (CWCP).



Michelle A. Allan,

Michelle A. Allan is a Member in the Medicare Compliance group who joined Burns White in 2003. She focuses on Medicare issues that arise in the resolution of workers’ compensation, longshore, Jones Act and general liability claims. Michelle has been instrumental in successfully settling tens of thousands of cases nationwide involving Medicare Secondary Payer issues. Her work includes preparing Medicare Set-Aside Arrangements and having the same approved by the Centers for Medicare and Medicaid Services.
Michelle makes recommendations on how best to consider and protect Medicare’s interests while also balancing her clients’ interests in claims not requiring Medicare approval. In addition, Michelle negotiates Medicare conditional payments and has saved her clients hundreds of thousands of dollars in lien reimbursements. Michelle is a recognized national presenter on Medicare Secondary Payer issues, and frequently lectures on the topic of Medicare compliance to insurance carriers, self-insured businesses, third-party administrators, law firms and other professional organizations. Michelle is also a 2011 inductee to the Legal Intelligencer’s prestigious class of Lawyers on the Fast Track.
While attending law school, Michelle served as an extern for the United States Magistrate Judge Ila Jeanne Sensenich in the United States District Court for the Western District of Pennsylvania. Prior to attending law school, Michelle worked as a journalist, reporting daily news for the Pittsburgh Tribune-Review.


Marty Cassavoy ,

Marty Cassavoy is the Vice President of Policy at ISO Claims Partners. Marty has been with the company since its inception, and prior to his current role, he managed the Medicare Set Aside department and the conditional payment negotiation unit. He was also the policy advisor to the creation of MSP Navigator. Marty and his team develop MSP compliance products, services and strategies for insurers, TPAs and self-insureds in all lines of insurance.
For the last decade, Marty has had a major role in just about every major initiative developed by ISO Claims Partners. Over that time, he has helped to create many of the MSP compliance practices that have evolved into industry standards. Marty is a trusted advisor not only within ISO Claims Partners and the Verisk family, but also to the nation’s largest insurers and self-insured employers.
Marty is a nationally-recognized thought leader and a sought-after speaker on MSP compliance topics. In addition to his presence before national and regional audiences, Marty is a frequent contributor to insurance publications where he provides his unique viewpoint on MSP compliance topics. Marty oversees ISO Claims Partners newsletter and is a frequent contributor to a monthly webinar series where he often teams up with Mark Popolizio for a high-energy discussion on MSP topics.
Marty received his B.S. in Journalism from Boston University and he is a graduate of Suffolk University Law School. He is a member of the Massachusetts bar.
