The webinar will discuss national legislation focusing on the opioid epidemic and potential opioid policy recommendations in the MSA.

Brett Baker, Senior Health Policy Advisor, U.S. Senate Finance Committee

Brett Baker joined the U.S. Senate Finance Committee as Health Policy Advisor in September 2015. Previously, he served as a member of the Republican staff for the House Ways and Means Health Subcommittee. At Ways and Means, he focused on Medicare Part B policy, including the systems for making payments to physicians, hospital outpatient departments, ambulatory surgical centers, and dialysis facilities. His portfolio included delivery models that aim to improve quality and reduce costs, and health information technology issues. Before joining Ways and Means in 2011, he served a long tenure with the American College of Physicians, where he advocated for internists on payment issues and delivery system reform. Mr. Baker is a graduate of Pennsylvania State University

 

Jeff Lucas, Health Policy Advisor, Senator Bill Cassidy

Jeff Lucas took on the role as Health Policy Advisor at the United States Senate in July 2017. Previously, he served as a legislative correspondent, legislative assistant, and as an intern at the United States House of Representatives. He received his B.S. degree from Indiana University Bloomington.

 

 

 

Amy Bilton, Esq., Attorney, Nyhan, Bambrick, Kinzie, & Lowry

Amy E. Bilton, Esq., is a shareholder, Medicare Secondary Payer professional, and workers’ compensation defense trial attorney at the Chicago law firm of Nyhan, Bambrick, Kinzie & Lowry. She received her B.A. from the University of Michigan and J.D. from DePaul University College of Law.  She also has her Medicare Secondary Payer Consultant certification (MSCC) through the International Commission on Health Care Certification and Certified Medicare Secondary Payer Fellow (CMSP-F) certification.

Ms. Bilton is a frequent lecturer in workers’ compensation and all aspects of Medicare Secondary Payer compliance, as well as in the intersection of the opioid epidemic with both of these areas of law.  She serves on the boards of: the National Alliance of Medicare Set-Aside Professionals, for which she is the current vice president and co-chair of the Evidence-Based Medicine committee; the International Commission on Healthcare Certification, for which she serves on the Board of Commissioners for the Medicare Set-Aside Consultant Certified (MSCC) certification; and the Illinois Workers’ Compensation Medical Fee Advisory Board. She is also a member of the Chicago Bar Association, Illinois State Bar Association, Illinois Workers’ Compensation Lawyers Association, American Bar Association, California Coalition on Workers’ Compensation, DRI and the National Council of Self-Insureds.

 

Gary Patureau, CWCP, CMSP, Executive Director/COO, Louisiana Association of Self Insured Employers

Gary Patureau, CWCP, CMSP is the Executive Director/COO of the Louisiana Association of Self Insured Employers (LASIE).  LASIE’s mission includes protecting and promoting the right of employers to self insure and spearheading workers’ compensation legislative and regulatory issues for the business community in Louisiana. Mr. Patureau’s duties include developing strategic initiatives, educational programs, managing association activities and lobbying for self-insured employer interests. He has been in the governmental and community relations field since 1986.  Mr. Patureau has served as a special assistant to Congressman / Candiate and Governor Buddy Roemer.  Under Governor Roemer, he became the first director of the newly created Louisiana Office of Literacy.  Prior to becoming the director of LASIE, Mr. Patureau served as the Executive Director of the Louisiana Literacy Foundation.  He is a past chair of the Louisiana Association of Business and Industry (LABI) Workers’ Comp Task Force and a member of the LABI Employee Relations and Education & Workforce Development Councils.  Mr. Patureau serves on the Workers’ Compensation Research Institute (WCRI) Advisory Council for Louisiana and is on the State Association Board of Managers of the National Council of Self Insurers (NCSI). Mr. Patureau is a United States Navy veteran, graduate of Louisiana State University Shreveport and is active on numerous civic boards and organizations.
