MSCC Pre-Certification, & Recertification Opportunities

Approved by the International Commission on Health Care Certification (ICHCC) as meeting the educational requirements necessary to sit for the Medicare Set-Aside Consultant-Certified (MSCC) Exam

The Medicare Set-Aside Consultant Certified (MSCC) credential is designed to identify those professionals who work within the Workers’ Compensation or Liability insurance benefit system as either health care professionals, legal representatives, or as insurance claims adjusters, who have completed specific pre-approved training in Medicare Set-Aside Arrangements, and have demonstrated a breadth of knowledge regarding the development and application of the Medicare Set-Aside Arrangement process.  Additionally, this credential is designed to express to the consumer that the person holding the MSCC credential has agreed to come under the scrutiny of a certifying review board (ICHCC), to be peer reviewed, and to adhere to a set of standards governing ethics and professional behaviors.   

The MSA training program is designed to provide the core essential knowledge components necessary for practice in the area of Medicare Set Aside Arrangements. Completion of all modules and the practicum will provide the 30 hours (maximum) of training specific to Medicare Set Aside Arrangements required to meet the training requirement set forth by the ICHCC to sit for MSCC certification. NAMSAP Disclaimer: NAMSAP is approved to provide the training for the MSCC credential.  However, ICHCC, as the credentialing organization, determines an individual's eligibility for the credential.  Please carefully review the qualifications for the certification prior to registering for training programs.

 


NAMSAP MSCC PRE-CERTIFICATION PROGRAM OUTLINE

  1. Pre-Certification Training Course - Complete nine modules and a review test.
  2. Practicum - Submit sample MSA for review and grading
    • Practicum Cost: $250 (members); $350 (non-members)
    • Practicum must be completed six weeks prior to the date of test.
    • Want to test on October 2, 2018 in Baltimore (prior the NAMSAP Annual Educational Conference)?
      • If taking NAMSAP's pre-certification course, the practicum must be submitted by August 21, 2018!  You may sit for the test proctored by NAMSAP for no additional fee!
      • For those who would like to proctored at the NAMSAP conference on October 2nd, but did not take NAMSAP's pre-certification course, may still be proctored for a fee of $100 (members) and $200 (non-members).
  3. ICHCC Application - Complete ICHCC application with required documents (diploma, MSCC training certificate, CV, MSA work sample and MSCC test fee).

      


NAMSAP MSCC Course Audit 

NAMSAP offers the opportunity to audit the course materials for the acquisition of knowledge without pursuing certification or re-certification.  You may select to audit the full course for $800 (members) / $1,000 (non-members), or individual modules for $125 (members) / $250 (non-members).

NAMSAP MSCC RECERTIFICATION OPPORTUNITIES

The Medicare Set-aside Certified Consultant professional must have his or her MSCC credential renewed every 3 years. To maintain the use of the MSCC professional designation, the MSCC certificant is required to provide proof of 15 CEUS acquired over the certification period. Within the 15 required CEUs, at least 5 must be of ethical practice subject matter. The remaining CEUs can be of course topics related to MSAs or the certificant's area of expertise. 

In addition to CEU opportunities throughout the year by attending NAMSAP's Annual Educational Conference and participating webinars, professionals may earn CEUs by taking individual modules for a fee of $125 (members) or $250 (nonmembers). Upon completion of the module, you will receive a certificate of completion for the appropriate number of approved hours.

MSCC Pre-Certification Training & Recertification Modules:

Module 1: Overview of MSP Compliance

Presenter: Mark Popolizio, Esq.

This module will identify key case decisions involving Medicare Secondary Payer and analyze how these decisions impact every day claims and settlements.  At the end of the module, you will have an understanding of how the court’s analyses and holdings can be used to improve best practices.

Module 2: CMS Policy Memo

Presenter: Thomas Spratt, MSCC

Module 2 will provide an overview of CMS policies and procedures.  You will review memos which serve as the “Blueprint” of CMS’ views concerning compliance with workers’ comp matters.  Such memos include CMS’ 2001 memo introducing MSP and Workers’ Compensation.  Finally, this module will review the current WC Reference Guide.

Module 3: Medicare Secondary Payer: The Players and Their Role

Presenter: Kimberly Wiswell, CMSP

Module 3 will identify and define the roles of the “players” of MSA.  Those players include the claimant, payer, attorneys, provider, MSA allocator, brokers, custodial administration, social security administration, CMS central and regional offices, CMS WC review contractors, and CMS recovery contractors.

Module 4: Structured Settlements & Rated Ages

Presenters: David Korch, JD, AIC, SCLA, CMSP, CMSS

Module 4 will review what is a structured settlement, as well as provide guidance for structuring the MSAE.  The module includes direction on additional topics around settlements, such as funding, rated ages, savings, and Medicaid. You will review information relative to rated ages and life expectancies, as well as acceptable types of medical records and ratable medical conditions.

Module 5: Administration & Custodial Accounts

Presenter: Robert J Sagrillo, JD, LLM

This module will focus on the legal requirements relative to WCMSA administration, including CMS guidance.  You will examine funding, use and exhaustion of WCMSA funds.  Finally, this module will compare and contrast professional administration and self administration.

Module 6: Medicare Conditional Payments

Presenter: Shawn Deane, JD, MEd, MSCC, CMSP

This module will focus on Medicare conditional payments.  It will provide an overview of conditional payments, with terms defined, a breakdown of the applicable contractors (current as of the time of the recording), and will cover the conditional payment process.  This process includes obtaining information, authorizations, types of correspondence, anatomy of PSF/SOR, disputes, demands, and appeals process.  At the end of this module, there are two brief sections covering the functionality of the Medicare Secondary Payer Recovery Portal (MSPRP) with the expedited CP process, as well as U.S. Department of Treasury collections.

Module 7: Development of the MSA Allocation Cost Projection

Module 7 will analyze the trends in WC Review Center recommendations determining Medicare allowable care resources.  The module will review the diagnosis codes for CPT coding, WC reimbursement schedules, and CMS calculation requirements.  You will also learn the process for submitting the MSA Arrangement to CMS for approval, including guidance relative to the supporting documentation required.

Module 8: Electronic Reporting

Presenter: Shawn Deane, JD, MEd, MSCC, CMSP

This module will focus on Sec. 111 Medicare Mandatory Insurer Reporting, covering terminology, and the full query process.

Module 9: Roundtable Wrap-up
